Why fees are so low in Georgia
Georgia modernized its cadastre in 2011: the entire registration chain is digital. The Public Registry is a one-stop shop delivering the title extract in one day for 200 GEL, or four days for 50 GEL. No transfer duty applies, and the 18% VAT on new builds is always included in the developer's headline price.
What the notary covers
The notary verifies parties, cadastre compliance, absence of mortgage, and drafts the deed. They then register the deed with the Public Registry. Notary fees are fixed and transparent: about 100 USD per transaction.
What is not included
Condo fees (about 30 USD / sqm / year), annual property tax (0 to 1% depending on household income) and rental income tax (5% standard or 1% under Small Business Status) are recurring costs to plan for.
